City of Atlanta | Combined Sewer Overflow (CSO) Program | City of Atlanta, Department of Watershed Management

S.L. King & Associates, Inc. (SLKA) provided comprehensive mechanical and electrical engineering design as well as project management services to support the City of Atlanta’s strategic initiative to eliminate water quality violations caused by combined sewer overflows (CSOs).
As part of the East CSO improvements, SLKA contributed to the modification of the existing East CSO facility, enhancing its treatment capacity to 25 million gallons per day (MGD). This project included the extension of the East CSO tunnel, designed to convey wet weather flows from Atlanta’s east side to the Intrenchment Creek CSO Treatment Facility. This facility is undergoing significant upgrades to provide enhanced treatment prior to discharge into Intrenchment Creek in DeKalb County.
Additionally, SLKA supported the development of a new CSO treatment facility to manage overflows from Atlanta’s west side. Located on the site of the decommissioned steam plant adjacent to the R.M. Clayton Water Reclamation Center, this facility is designed to store, convey, and treat combined sewage and stormwater flows. The treatment process incorporates advanced physical and chemical treatment technologies, including:
- Enhanced solids and metals removal
- Filtration systems
- Ultraviolet (UV) disinfection to eliminate bacteria and viruses
This critical infrastructure project not only improves water quality and public health protections but also demonstrates the City’s commitment to environmental compliance and sustainable stormwater
